Scientific projects completed by government agencies are required (unless exempt by law) to provide information on such project to the people of the United States. 

Passed in 1967, the Freedom of Information Act (FOIA) provides US citizens with the right to request government information. Requests can be submitted to any government agency to which they must comply, unless the information requested falls under one of the nine exemptions.
